Journal Page Charges
IEEE Transactions on Communications
After a manuscript has been accepted for publication, the author's company or institution will be requested to pay a page charge of $110.00 per printed Transactions page, for the first seven pages of a paper, to cover part of the cost of the publication. Payment of page charges for this IEEE Transactions (in keeping with journals of other professional societies) is not a prerequisite for publication. The authors will receive 100 free reprints if the page charge is honored. All submissions after January 1, 1994 that are accepted for publication are subject to a mandatory page charge of $220.00 for each Transactions page exceeding seven printed pages.

Voluntary Page Charges
Upon acceptance of a manuscript for publication, the author(s) or his/her/their company or institution will be asked to pay a charge of $110 per page to cover part of the cost of publication of the first ten pages that comprise the standard length (six pages, in the case of Correspondences).
Mandatory Page Charges
The author(s) or his/her/their company or institution will be billed $220 per each page in excess of the first ten published pages for regular papers and six published pages for correspondence items. These are mandatory page charges and the author(s) will be held responsible for them. They are not negotiable or voluntary. The author(s) signifies his willingness to pay these charges simply by submitting his/her/their manuscript to the Transactions. The Publisher holds the right to withhold publication under any circumstance, as well as publication of the current or future submissions of authors who have outstanding mandatory page charge debt.

按以下方法可以把 Windows 窗口的背景设置成淡绿色；电脑屏幕看得多的话眼睛可能会觉得舒服一点。虽然很多应用软件都有相应的设置，但直接改系统设置还是更简便些。
对于 Adobe Acrobat 还需做额外的设置：Edit -> Preferences -> Accessibility -> Document Colors Options，选择 Replace Document Colors，可以应用系统设置，或重新手动更改。当然这对扫描的文档是不起作用的。

在桌面点右键选"properties"，接着点"appearance"－"advanced"，然后在"items"那栏选 "windows"，再点"color"－"others"，然后把Hue(色调)设为85，Sat(饱和度)设为90，Lum(亮度)设为205。然后单击"Add to custom colors"，按"OK"。
把IE的网页背景也可以改成养眼的绿色：
